Survey and Clearance of High-Priority Hazards in Baghlan Province

Project Location: Baghlan Province, Afghanistan
Project Duration: 12 months
ATC implemented a humanitarian mine action project in Baghlan Province to survey and clear high-priority explosive hazards and release land for safe community use.
The project initially targeted the release of 495,773 square meters of land and the clearance of 17 hazardous areas, with 65 staff and six operational assets. The project also included Explosive Ordnance Risk Education (EORE), first aid training, community engagement, and rapid response activities to reduce the risks posed by explosive ordnance to affected communities.
Key Achievements:
Due to a delay at the beginning of the project (signing MOU wi
th ANDMA and first installment by donor), the project started three months later than the planned date. Despite that delay, ATC could achieve the following:
- Released 357,543 squ
are meters of land, - Cleared 10 targeted hazards,
- Delivered Explosive Ordnance Risk Education to 7,446 people.
- Conducted 338 EORE sessions for community members.
- Reached 2,213 men, 1,753 women, 1,724 girls, and 1,756 boys through risk education.
- Provided EORE to 387 newly returned individuals from Pakistan and Iran.
- Completed six first-aid training for 3 female and 3 male community members.
- Completed 20 PSEA training sessions and 80 PSEA awareness assessments.
- Recorded 397 mine/ERW victim reports.
- Completed two IM hazardous areas and destroyed 15 IMs.
- Responded to 46 hotline reports through the Quick Response Team (QRT).
- Surveyed five hazards, released three hazards, and cancelled one hazard through QRT team.
- Identified and managed explosive ordnance and other devices through technical survey and clearance operations.
- Completed clearance of high-priority hazards located inside residential areas and a high school.
- Provided first aid support to community members.
Community Safety and Risk Education
A major component of the project was community-based Explosive Ordnance Risk Education. ATC’s EORE team provided safety messages and awareness sessions to communities exposed to explosive ordnance risks, including vulnerable groups and newly-returned populations.
The project also strengthened the capacity of EORE trainers and the Gender Focal Point through specialized training covering risk education sessions, victim data collection, case study development, and information gathering from internally displaced persons, returnees, and people affected by explosive ordnance and floods.
Quick Response and Emergency Activities
ATC’s Quick Response Team supported communities by responding to hotline reports and conducting rapid surveys and explosive ordnance-related activities. These efforts enabled the identification and management of hazards reported by communities and contributed to safer access and improved protection for affected populations.
Safety Record
The project was executed with remarkable success and safety, as there were no demining accidents happened throughout its duration. This achievement further enhances the organization’s outstanding safety record, with ATC having maintained a flawless demining safety record since 2020.

Demining, Risk Education and Reintegration Project – Maydan Wardak Province

Project Location: Maydan Wardak Province, Afghanistan
Project Period: August 2022 – January 2025
ATC implemented the Demining, Risk Education and Reintegration Project in Maydan Wardak Province with support from the PM/WRA of the U.S. Department of State. The 30-month project focused on clearing land contaminated by mines and explosive remnants of war (ERW), providing Explosive Ordnance Risk Education (EORE), training community volunteers, and supporting affected communities across several districts of Maydan Wardak.
The project was implemented in two phases across Jalrez, Maydan Shahr, Chaki Wardak, Saydabad, and Nirkh districts. Across both phases, the project targeted 5,599,631 square meters of hazardous land, 40 hazardous areas, and 26,735 people for risk education.
Key Achievements
By the completion of the project, ATC had:
- Released a total of 5,340,050 square meters of land for safe community use.
- Cleared 2,780,765 square meters of minefields.
- Cleared 2,595,709 square meters of battlefields.
- Cleared 10,989 square meters of areas contaminated by improvised mines.
- Conducted 1,165 EORE sessions to 26,441 people, including 12,559 females and 13,882 males.
- Trained 30 community volunteers, including both women and men, to support community risk education activities.
- Successfully released and handed over 35 targeted hazards
- Addressed 38 hotline requests.
- Discovered and destroyed 29 anti-personnel mines, 16 anti-vehicle mines, 911 ERW items, 570 small arms ammunition items, and 29 cluster munitions.
- Recruited and trained 90 former combatants through a 21-day full demining course, supporting their reintegration into civilian life.
- Maintained a strong safety record, with no demining accidents throughout the 30-month project period.
Community Impact
The project directly benefited 58,385 people, including 12,260 girls, 18,098 women, 11,093 boys, and 16,934 men. An additional 40,988 people were identified as indirect beneficiaries.
ATC paramedics provided essential medical assistance to people in target communities. A total of 107 individuals—including 32 men, 5 women, 42 boys, and 28 girls—received medical support and were facilitated for evacuation to nearby health facilities.
Overall Impact
Through land release, explosive ordnance clearance, risk education, community volunteer training, and medical support, the project made a significant contribution to reducing explosive ordnance risks and improving safety for communities across Maydan Wardak Province. The release of more than 5.34 million square meters of land, combined with extensive risk education and community engagement, helped communities access land more safely and supported longer-term recovery and reintegration.
